How does this sim information system work?

A sim owner is registered in a network online through a franchise of telecommunications companies operating in Pakistan.A working sim card is assigned to that user with a mobile number. That number could be traced out with some technologies as needed.
All data including its Name, CNIC, and address is stored to the database integrated with NADRA using thumb verification system.
